In 1989 Romania had a military doctrine unique within the Warsaw Pact, a doctrine that had emerged during the two decades following the Soviet-led invasion of Czechoslovakia in 1968. Unlike the other non-Soviet Warsaw Pact member states, it did not subscribe to the alliance's joint military doctrine devised by the Soviet Union. Romania's political leadership developed a military doctrine based on the country's experience in interstate relations as well as its own interest in maintaining power. Ceausescu was increasingly identified as the founder of Romanian military doctrine and came to be linked to legendary Romanian military heroes and leaders such as Stephen the Great and Michael the Brave.
