Like the industrial sector, the transportation and communication infrastructure remained in extreme disrepair during the late 1980s, primarily as a result of more than two decades of continuous warfare. Damaged roads and railroads were accorded high priority in the government's RDP, which allocated 29 percent of planned investment to transportation and communications. The government also hoped to extend Uganda's links with Indian Ocean ports through Tanzania in order to reduce the dependence on Kenya. Air transportation, however, reached a critical state in the late 1980s, with a severe shortage of both aircraft and skilled management personnel.
